MANCHESTER CITY FOUND GUILTY ON 114 OF 115 PREMIER LEAGUE CHARGES BY INDEPENDENT PANEL AS SANCTIONS STAGE PENDING

An independent Premier League commission has found the club guilty on 114 of 115 alleged financial rule breaches covering seasons from 2009 to 2023. The figure was first reported by David Ornstein at The Athletic and then carried by CNN, BBC Sport and Nigerian sports desks. No sanction has been decided. The club is expected to appeal.

The Premier League charged City in February 2023 after a four year investigation that started when documents were published by German outlet Der Spiegel in 2018. The case concerns whether the club provided accurate financial information. The breakdown of the original 115 includes 54 charges for alleged failure to provide accurate and up to date financial information from 2009 to 2018, 35 charges for alleged failure to cooperate with the investigation from 2018 to 2023, 14 charges for alleged failure to disclose full manager and player remuneration from 2009 to 2016, seven charges for alleged breaches of Profitability and Sustainability Rules from 2015 to 2018, and five charges for alleged failure to comply with UEFA Financial Fair Play regulations.

The hearing before the independent panel ran from September to December 2024 in London. The panel then took months to deliberate. Sources briefed on confidential proceedings said on Thursday 25 September that a decision had been reached after a meeting of all 20 Premier League clubs. Liverpool were among clubs informed a decision had been made. The public leak followed that meeting.

The leaked outcome says all but one charge was proven. That means the panel accepted almost the entire case put by the Premier League. It does not mean titles have been stripped or points deducted today. That part waits for the sanction stage and any appeal.

Manchester City issued a statement to The Athletic and CNN Sports on Friday. The club said, “The Premier League process remains ongoing, with significant elements to be completed, and subject to strict confidentiality. As such Manchester City FC’s position remains consistent with the club’s statement of February 2023.”

The club added that it has diligently respected due process for eight years on the basis that the Premier League board and executive would behave as an independent, impartial and fair minded regulator free from partisan influence. In February 2023 City said it possessed a comprehensive body of irrefutable evidence to support its position and has denied wrongdoing throughout.

The Premier League declined to comment when approached by CNN Sports and BBC Sport citing confidentiality of ongoing proceedings.

Possible sanctions remain on paper under the Premier League handbook. They include points deduction, unlimited fine, suspension, or even expulsion from the league. Finance experts speculated in media about 40 to 60 points deduction but that is speculation, not a decision. Everton and Nottingham Forest received points deductions in 2023-24 for single breaches of Profitability and Sustainability Rules, but the City case is far larger and covers nine seasons.

If titles were ever stripped, nine pieces of silverware from the period could come under review including three Premier League titles in 2011-12, 2013-14 and 2017-18, plus FA Cup, League Cups and Community Shields. No such stripping has been decided. The commission still has to set punishment. Then an appeal could delay enforcement for months.

Why Nigeria cared so fast is simple. City are a global shirt. Nigerian fans argued the case on X as either long delayed justice or a stacked process against a club that won on the pitch. Trends listed Manchester City and Man City near Super Eagles tags on Friday and Saturday. Betting firms reacted too. Paddy Power announced it refunded outright bets on teams that finished second to Manchester City over eight seasons.

For African football watchers the lesson is governance. The case is the biggest financial hearing English football has staged. It sits beside separate UEFA history when City had a European ban overturned at Court of Arbitration for Sport in 2020. The Premier League process is its own file. Clubs wanting continental and European money face rules on sponsorship, related party deals and accounts that are no longer a European only lecture.

Manchester City guilty 114 charges answers one question only. Whether the independent panel accepted the league’s case on most counts. It does not answer what happens to the table. City are top of the Premier League after five matches in the 2026-27 season at the time of the reports. They still play. Their manager in recent match reports is listed as Enzo Maresca on the touchline at Etihad on 20 September 2026 against Sunderland. Pep Guardiola remains the defining figure of the era under review.

Until sanctions drop the sporting table does not change by this headline alone. The legal clock now matters more than the next league fixture. The club has 14 days to lodge an appeal once formal judgement is served. That appeal would go to an independent appeal board.
